Outlook 2007 doesn't remember Stationary settings

I've googled this to no end. Anyone know why Outlook 2007 refuses to correctly remember all my stationary font settings?

For instance a simple thing. I set the new message text to a different font and bold text at 10pt. When I got to write an email, it's not bold by default.

compose this message format "HTML" <- make sure this is set
stationary and fonts..
