Okay I don't know if you guys will be able to help me with this but ATT Support has no clue, lol.

Here's the issue. (Seems simple) I'm trying to configure my Outlook with my University's email. I've always had it working but I switched service providers. My old config was

Incoming Mail Server: mail.wayne.edu
Outgoing Mail Server smtp.comcast.com

now I have ATT Yahoo DSL (First Mistake, I know)

Incoming Mail Server: mail.wayne.edu
Outgoing Mail Server smtp.att.yahoo.com

However when I use this setup it doesnt work. Any clues.

Your smtp server name is correct. You also need to place a check mark next to "my server requires authentication" and "use same settings as my incoming mail server". On the advanced tab your outgoing (smtp) setting should be using port 465 and check "this server requires a secure connection".

I believe I've already done this but when I get home i'll attempt it again to see if I have any luck. Thanks though!

Actually now that I look at it again. You may need to adjust the "my server requires authentication" settings since you are using 2 different email servers to send and receive email. From my experience though the problem usually is folks aren't using port 465 and "requires a secure connection" is not checked in the advanced settings.
