Outlook 2003: One User Not Seeing Image

One of my users cannot seem to see this certain image. It was sent to her from a Graphics Design Agency. If I get on her account and forward to anyone else, they can see the image. If they forward it back, she cannot see the image.

I have made sure Outlook will automatically download pictures, I have also experimented and turned security settings to low, defualt, and custom. All with no avail.

So anyone have any theorys?
