Optional fan below your case, push or pull?

I have a Cooler Master Sniper Case, I am almost just about finished building my rig. I wanted to know what would be the best use of the fan, if I place one in the compartment of the red dot area.

Should I push or pull air? I heard someone mention that the coolest air is floor level, and I was wondering if it was smart to pull air from the bottom? but then again there is the problem with dust?, what are your thoughts.

Yeah, it should be an intake. You'd want to get the coolest air possible into your case which would be best coming in from the bottom. I've used your case before, and there's a dust filter down there, which should do a good job of keeping the dust out.
 
Intake for sure. I added one in my former case blowing directly up at the gfx card, my temps dropped by ~10c under load at the same gpu fan speed.
