Open Source, or Low Cost Network Monitoring Software

I am looking for a couple options for open source or low cost options for network Monitoring.

Somthing that can monitor local LAN / Wan and exteral net use.

It would be nice to be able to tell what devices are pulling how much bandwith on the local network.

Switch and router monitoring would be a plus.

The ability for reporting and logging would be a must.

Have you looked at Cacti or some other RRD based tool?
