If I have one DSL modem and a service provider obviously providing internet service, could I take that modem to a house that doesn't have internet but has a phone line and connect to the internet? I know that it must be technically possible, but do most providers allow this setup?

If the second line doesn't have DSL service, then it may not be connected to a DSLAM (the box on the other end). In that case, it would be impossible to get a DSL connection since your modem would have nobody to talk to.

A provider concerned with security would likely restrict what telephone line your username/password would work on.

However, whether or not it will actually work depends on the local central office's policy and configuration.

Try it and report back.
