Omaura TF8 power lights

Hey guys I had posted before about the Omaura TF-8 that I got from a friend. I power button light and the Omaura light arent going on when I plug them into my board. I went threw it several times and it didnt work.

I took off the green plate that had the power switch connected to it and noticed it has 4 very small lights connected to it. (I'll post a pic once I get home) And its looks like some kind of liquid got on it ...well basically im not really sure what im looking at .... anyone else havea clue? I'll take a bunch of pics once I get home just wanted to see if anyone would know what i was talking about and if you have any idea how to replace them or where I couldget Omaura spair parts
