That cooler is not going to get you "quiet", Get this in its place: Ninja 2
Not only is it cheaper, but it will cool far better and be much MUCH more quiet.
Looks like Petra is phasing out of business?

Why do you keep going to small high RPM HSF's? That Nexus is NOT the right choice when the FAR better Ninja can be had for the same price.
Also, why do you think Petra is going out of biz? I have heard no such thing.
It would be the same price however Petra is "out of stock".
I understand what you are saying about smaller fans and higher RPMs = more noise but the Nexus PHT-3600 looked like it would be quiet enough for my needs at 19 dBa and even less with the NRC-1000 Noise Reduction Cable.
