I moved(installed XP) my OS to a larger HDD. When i went to format the HDD it was installed on, it would never finish, because windows is installed on it.

Is there away i can delete the Windows and reformat the drive?

You have to boot from the install cd, windows cannot format the drive it is running from.
 
fdisk my friend, fdisk doesnt care. u need a boot floppy with fdisk. an old win98 boot disk would work. i keep one around just incase.

Unfortunately, that would not work at all on an NTFS partition. In fact, a Windows 98 boot disk cannot delete any "unknown" partitions (it can only delete FAT or FAT32 partitions smaller than 64GB) or any partitions larger than 64GB. Instead, you will need your bootable Windows XP CD and boot from the CD and put the bootup in recovery mode by pressing R when a blue Setup screen appears.
