Ok lag issues, need the [H] gods.

Ok here is my story, I will elaborate on any points that could help resolve this issue. A few days ago I noticed that I was experiencing some fairly nasty lag. (9600xt) It would happen playing any game (WoW CS:S) when I had the vsync on. I believe this occured right after I installed the 5.3 catalyst-or whatever the newest ones are called on the ati.com website. I attempted to turn of fast write and switch the apg bus to 4X. I read that it might have helped. Well no luck, since then i've reformatted and am currenlty running the 4.12betas from late last year. Now it just happens sparatically playing with vsync on (the game kind of pauses for a second and the music loops, usually lasting about 2-3 seconds). I have no overclocking program currently running. Is there any steps I could take to correct this problem?
 
Sounds like something else is really eating your system...
Do you have any programs running in the background?
 
**Edit Problem Solved:

Thank you for your quick response, I had found that after I had cleaned the system earlier the card was not sitting correctly. It had been push down to have the screw hole line up with the case, and this negitively affected performance-overstraining the card, and also throwing off the core and mem frequencies. Thank you again for your help, I feel quite foolish now =/
