OEM system for three 30" monitors

Thank you in advance for any assistance.
I have a family member that wants to buy an OEM system from a name brand and make minimal changes to it after purchase in the hopes that this will insure maximum possible stability. The first issue to get out of the way is that the only carryover from his present system is THREE HP lp3065 30" monitors. He only does two things with his system; web browse and watch TV.

Below is a list of his priorities:
Latest generation Intel CPU (non Extreme edition)
ati or nvidia is fine (one or two cards)
Windows 7
TV tuner card
Must be able to run all monitors at maximum resolution (2,560x1,600) simultaneously
Maximum 2D text clarity

He is not against adding a second identical aftermarket card if necessary to achieve his goals. The monitors are dual-dvi so I understand that he will probably need (active?) display port adapters. If gaming video cards achieve these priorities this is a nice bonus. Price is not even the tenth priority however he would feel better is he was getting some kind of holiday sale.

He just needs three DVI ports. If he's not really gaming on that setup just about any discreet video card solution will work. With NVIDIA he'll need at least two cards. With an ATI card he'll need one that supports Eyefinity and he'll need an active display port to dual-link DVI adapter. Many cards come with the mini-display port to display port cable but it is my understanding that many cards in the 6xxx series no longer do where as the 5xxx series cards always seemed to.
