Odd problem, should I be worried?

Ok here's the problem: When I open my task manager I only have 29 processes running without my music and internet. Yet, my CPU usage percentage NEVER goes below 36%.

My specs are as follows:

AMD Dual core 3800+ Manchester (not overclocked... yet)
2 gigs of Corsair ValueSelect CAS Latency of 3
320 gig WD SATA Harddrive 16mb cache
200 gig WD IDE Harddrive 8mb cache
All in Wonder X800 ATI Video Card
Forton Source 400 Watt PSU

I am wondering if I should be worried at all about this or if it's just lying to me.

Any ideas?

Yeah something is not right there. I would click Start > Run > Type msconfig > click startup > Click disable all. If there are and programs you would like to keep starting with the pc then check those boxes. I don't have anything that starts up with my computer in SIG and my CPU usage is between 0 and 2% .
 
Thanks for the link. I formatted a fresh copy around 4 months ago. I have all Windows Updates. I asked a friend of mine and said that a motherboard bios flash could cure it, but I have the latest bios already. I'm stumped.

Looks to me like you have AIM and AVG loaded. Did you allow AVG to do a low (or high) priority scan of the PC everytime Windows loads?
 
ok, are you running CNQ?
do you have file indexing turned on?
do you have AVG set to auto scan all sorts of stuff?
 
Sometimes if you disable cool n quiet in the bios, this happens.I have no idea why, but it sometimes does.Normal Cpu usage is around, 0 to 7 percent and should flucuate.

Download something like the startup control panel and then disable all the items that are non essential to you one by one till you find the culprit.

Also please check that you have not disabled cool n quiet in the bios.

CNQ - No.

File indexing - How can I find that out?

AVG - I just reset all of the preferences to stop all sorts of scans and set them to run weekly instead of daily.
