Odd power supply problem.

couple weeks ago my PSU went out and i got a new one. however every time i turn off my computer now, it's like the system completely loses all power and i can't turn on the system again for a few hours (sometimes minutes). i'm pretty certain it's the power supply only b/c when my system does run, it's flawless.

at any rate i'm pretty confused. it's an Antec 550w modular neopower PSU.
