Odd Performance Issues

Here is an odd one.

If my computer has been on for some time and I join a game (any game I've tried, Max Payne 3, BF3, ArmA II) my FPS refuses to go above 30 FPS, GPU1 never goes above 20% usage and GPU2 maxes to 100%

If I log out of my desktop and log back in (or restart) and play the same game usage is normal and I get my normal FPS.

It seems to only happen after a few hours of the computer being on but not right after login/power on.

Any ideas?

Running 12.6 Official Beta and 12.6 CAP1
 
I have had this with my crossfire setup, It was only with certain games though and there were usually ways to fix it with 3rd party programs. Also it was doing it from the start of playing the game, It wouldn't just come on randomly.

Are the temps all normal? Drivers up to date?
