Odd noises

Every time I turn my computer off, the PSU emits a high pitched noise for about 10-15 seconds. If I get my head within 6 inches after those 10-15 seconds, I can hear a really quiet "electrical" sound. This is on a brand new Antec CP-850. Are these the signs of a failing PSU? Is the high pitched noise the sound of the PSU discharging or could it even be the fan spinning down? Any help would be great. Thanks.

I can hear a high pitched noise from my corsair power supply when the computer is off.

My other computer wouldn't boot the last time I heard a power supply make a high pitched noise. However, it was loud and constant, unlike the problem I am having now.
