Odd Keyboard Problem on Startup

Not so long ago, I returned from college and set my computer up. When I turned it on, I hadn't yet plugged in my USB keyboard, so I got the standard "No Keyboard" error. I plugged it in, hit F1 and booted up. My keyboard, however, didn't work at the log in screen because I had ( and I realized this later) plugged it into the wrong USB port so I guess Windows didn't know what it was. So I turned the computer off using my power button to restart it. When it turned on, however, I got the "No Keyboard" error. I checked, and my keyboard was indeed plugged in. I tried every USB port I had, and none of them worked. I took it to a LAN party with me the next day and asked my friend. He messed around with my speaker jumpers, and voila, it booted up. I didn't get how that worked, but I didn't really care. A few days after the LP, I turned my computer off using the power button while I was in Windows (nothing was responding, so I just went for the quick solution.) When I turned it back on, I got the error again. So, I cleared the CMOS and that didn't work, so I moved around the jumpers that were behind my USB port on the motherboard, and it worked. The same thing happened again at another LP, and I did the same thing to fix it, and it worked. It happened again at the same LP, and I did the jumper thing, but this time it didn't work. I borrowed someone's PS/2 keyboard, and that one worked. I was reinstalling Windows at the time, so I finished that, and lo and behold my keyboard worked again. It happened a 4th time a couple days ago, and this time the jumpers didn't fix it. So, remembering that my friend's PS/2 keyboard worked, I got the adapter for my USB keyboard and it worked. Now, my question...what could cause my keyboard to stop working when I turn my computer off manually without shutting down Windows? I had turned it off that way several times before the first time this happened, and everything was fine. Is it possible that flashing my BIOS might help?

its not saving settings for one

dont do that
hard restarts are a very bad idea if you enjoy accessing the data on your HDD
youll eventually corrupt a system file or a partition ID
 
I second the avoid hard shutdown warning. Check the bios notes on the manufacturers site - they usually list the fixes in the bios. It probably wouldn't hurt to flash it in any case.
