Alright so this is my Dads comp, Kinda odd I don't know. But the way to turn the thing on is by:
When off, flip the psu on then off.
then theres a little power surge like the lights go on (with the psu switch in the off position)
Then turn the psu button back on.
Then push in the normal power button and it starts up.

lol yeah figure that out? PSU, Case, mobo, Or windows setting?
 
Most likely going to be a short in either the PSU or motherboard.
