Odd Issue When Moving Cursor Between Screens

All right, this is just one of those odd things that happens. I have two monitors connected via DP to my Video card. Whenever I move my cursor between screens at the very top it is very sluggish. Now, when I move the cursor from the left screen to the right screen it will briefly pop to the very left of the left screen. It doesn't happen anywhere else on the screens that I can tell either. It acts very sluggish on that part of the screen too. Not entirely sure what the issue is. Hopefully someone can provide some insight.

Well at least I'm not the only with the issue. Interesting though. I've never had an issue in a game; just when I'm at the desktop. Thanks for the info though.
 
You rarely ever notice it in games (except RTS or strategy games where you move the cursor to the corners of the screen to scroll)

With FPS games the cursor is always in the middle
