Odd E6400 clock: CPUz vs Ntune + Win

Ugh I am plagued with weirdness lately.. you'll see the images say it all. just look at the clock speed. and note the multiplier in CPUZ.. everything is default mobo settings.

Why does my core clock come up as 1600 and not 2130?
Just want to make sure everything is running at its optimal speed.

EDIT: I checked the mobo multipliers and its at 8x.. yet CPUZ shows it as 6x :-/
 
I believe speedstep is on. It reduces the multi to reduce power use. Try putting a load on and it should go back up. Or just go in your bios and turn it off.
 
yeah it's all those power saving features.... go run the shit out of your cores and watch it go back up to 2.13
