Odd CPU Usage

Yeah... my cpu usage keeps shooting up and going right back down for no reason. I've never seen it like this. No process seems to be doing this.
 
I've had this problem before, and for some reason I blame the task manager itself.

Try setting the task manager's graph update speed to a lower setting and it'll probably clear up.
 
yeah i know ive shut down many times...some times i have this "problem" and sometimes I dont.

On the same note of problems, whenever i go into sleep mode, I play games but horribly laggy and smart guardian always reads cpu temp like 50c when i restart its like 30c (watercooled)
