odd blinking issue

Hey, long time no post. I had some power instability issues in my rig due to my psu having 4 12v rails, so I swapped over to a different psu to try to sort it out. Specs below:

Phenom II 945 BE
4gb Gskill DDR3 1600
MSI 790FX Gd70
Sapphire 6850 1gb
1tb caviar black
TT toughpower 850w psu
Black ice 1x120mm, BIP 2x120mm, mcp650 pump, apogee block, mcw60 gpu block

Basically the computer had a 680w psu before and was stable unless i overclocked it. I didnt have an issue with the OC other than it occasionally locking up, i suspect because the video card can draw more wattage than any of the 12v rails in that psu could provide. So now i swapped over to this new psu, and she's plenty stable at stock still. The problem is that even if i change the core clock 1mhz, my desktop blinks. It's like when a crt changes display modes. It just does it periodically all the time, and i have no idea why. I tried wiping/reinstalling the drivers to no avail. If the card is at stock, it has no issues. The temps look good, and I dont think the vrms or anything are overheating as i have a 120mm side fan blowing on the card still and the VRMs already had their own seperate heatsink seperate from the stock gpu cooling.

Any ideas on what could be going on? I tried using the stock CP to change clockspeeds, should I be using another program or something? My 4890 didnt seem to care how i changed the clockspeed at all. (it was also unstable, that thing ran really hot too)
