1.3v is the generally accepted max safe voltage.
Cool thanks for the reply. Anyone have any idea about the overclocking/underclocking issue? It happens with ccc and afterburner.
I have a reference Sapphire 5850 from late 2010 that does this exact same thing, where the card starts artifacting at the desktop whenever I touch the clock speeds. Game stability seem to be unaffected. I'm not sure exactly when this started, but it may have been after I pushed mine to 1.3v and 950mhz, or it might have been a driver release some time after that.

Are you running multiple monitors? I have this issue when running multiple monitors in extended mode, but only when overclocked. If I turn off my overclock all issues go away.
I've seen other people mention it specifically related to multiple monitors on the 5850 and overclocking.

Temps are ok and voltage is stock. Latest Drivers out.
Yup multi monitor in extended mode. Have you figured out a way to stop it. If I start a game all problems go away.
Well that's annoying, I'm also running triple monitors in extended mode. Maybe we can contact AMD about it?
Well, I decided to do a bit more reading and apparently you can fix this a couple of ways. The first option is to not overclock with CCC, but download and use MSI Afterburner instead. The other option is to create a profile in CCC then modify that profile's xml file boosting your idle core speed.
Evidently it's a function of the idle core speed that's causing the problem. The card idles too low to support multiple monitors.

Hmm I thought they fixed this a year ago by just not allowing 5000 series cards to go idle @ desktop whenever you use multi-monitor situations. I had this problem with my 5870 as well but I've formatted since then and haven't done the XML fix on my new install and i'm running CCC again. Just one of the many driver based annoyances us 5000 series card owners have been dealing with for the past two years. Enough to make me go team green next upgrade sadly. Does it matter what orientation you have your monitors?? Like primary on right instead of left? Not that I think it would fix anything but I just realized I changed my desk around as well 6 months ago and went from primary on right to primary on left. I haven't noticed the problem at all since i got the new desk & SSD which caused the format and reinstall of win7.
For troubleshooting/comparison's sake, I'm running 1200x1600 (portrait mode), a 1920x1080 120hz Acer at 100hz because it stutters at 120 as my primary monitor, and a 1920x1200 in that order.
