Just got in 2 more sticks of OCZ Ram in today to go with my existing sticks, however, when I put them in and turn the computer on for the memory test, I find the startup screen only recognizes 3GB I believe.

But, when I sign into Windows and go to device manager I find Vista says 4GB Ram.

But, LOL, on the downside when I did the Windows Test my ram score went down to 4.5?

What do I need to do get this back up to par.
 
You are probably running a 32-bit (86x) system and most likely vista.
32-bit Vista OS only recognizes 3Gigs of ram give or take a few.
In order to utilize the full 4 Gig of ram, you'll need to upgrade to 64-bit.

Will it be a hassle to upgrade to the 64bit?
 
I don't see how it would be a "hassle". You're just doing a fresh install. As for the Windows rating, that doesn't really mean anything. If it matters to you check to see if it is running at a slower speed with all of the banks populated. Manually set your voltage and timings.
 
It's my understanding that some older Windows programs may not work with a 64 bit OS.
 
I have been using 64bit since XP 64. No problems, other than ONE old printer not working. My sig rig does everything I need it to and more.

Well in a sense, windows vista 64-bit is just like a 32-bit system with more goodies.
I believe it has a way with handling 32-bit programs such as having two Program Files folder for handling and separating 32-bit and 64-bit programs. At least that's what I get with Ultimate. Not sure about other versions of 64-bit.

Ah, I'd look at the Mobo. Try flashing your BIOS if you can, and manually set your timings and voltage.
 
Look in your BIOS and see if there's an option related to memory mapping. It may be that your BIOS or chipset isn't able to detect more than 3GB of ram.
 
This is a stupid question but have you checked to make sure that both sets are rated for the same voltage/frequency? I've seen some 1.5v 1333MHz kits that get tons of errors when pushed to 1.65v
