I've been looking at a bunch of CPUZ screen shots of people overclocking the E8500, and it seems that a lot of people are using the 9.0 multiplier as opposed to the 9.5 multiplier. Is this to get better results?
You're going to have to define the word "better". The higher your multiplier the less high you need to run your ram. So if you get ddr2 800 and your ram does not go much higher than 800, than the 9.5 multiplier is going to get you 3.8Ghz versus 3.6Ghz with the 9x. So 3.8Ghz is "better" than 3.6Ghz. However, if you have ram which can run the higher speed than yes it is preferable to run your ram and system bus as high as you can. So in this regard 422x9 is "better" than 400x9.5.
