OCing Causes instability at normal speeds...Help!

I need your guy's help, so I went to overclock my 2100+ Athlon XP on a Shuttle AK39N Mobo, I've tried to OC before but this system is just horrible at it. What happens usually when I try is all my apps become very unstable even after I bring it down to regular clock speed. It's not a heat issue, the CPU temp is 40-50C, it's been normal-clocked for days and it's still unstable. F@H doesn't crash but just about everything else has (itunes, winamp, ipodder, FIREFOX!!, IE, Windows Media Player, you name it). Now the thing is, it's done this before when I tried to OC and even after a fresh windows install it still did it, so it somehow goes back to normal after OCing it, I've tried just letting the system set for a few hours (powered down), I've pulled the chip hoping for it to reset for new processor. I've used fail-safe defaults in the BIOS, it's driving me nut, I don't think a XP reinstall is the answer. Let me know your thoughts. I currently down own another Athlon to try in the system and don't have access to a friend's.

 
Nevermind, removed the chip THEN let it set and so far 4 hours of flawless computing!
