OC'd 3570k wont lower clock speed?

set up in Sig,
when i leave my 3570k it will drop to lower speeds, and boost back up. but when i Oc it to lets say 1.2v @ 4.5ghz it will sit at the 4.5ghz, nothing is touched other then clocks and volts... what gives?

edit: bringing the computer to "balanced" power options fixed it.
