OCCT Temps Help

My temps on occt are going bonkers, just fluctuating all over the place, yet in HWmontior everything is steady and at a nice temp

i had to dumb voltage down to 1.25 @ 2.45ghz and in less than 7min for the 4th time, my "cpu is too hot"

i have a e6320 lapped, with a e6780 hs lapped and then i have a side intake fan + duct at like 40cfm or something blowing right over the hs

what the hell is the problem?!

could someone tell me what i am doing wrong with my overclocking cause i might as well be running a damn emachines if i cant even overclock this thing
