is there any overclocking program that lets the card OC in 3D and go back to stock in 2D?

(i've tried a few but they can only OC and stay at that OC like rivatuner)
 
That is the default method that it uses when overclocking within the drivers so you don't need an additional tool.

i know but my 4850 is maxing the CCC's limit of 700/1200 and i was looking for something to oc past that while keeping that 3d/2d oc feature
