I would help you if I knew more about Athlon 64 CPUs, but like others said, the AGP and PCI slots with Athlon 64 motherboards usually increase with the FSB, and yes, the CPU multiplier is locked. Those two things, combined with the fact that the CPU doesn't overclock well, will make it difficult, but with good cooling, you should be able to get a worthwhile overclock out of that.

Usually, you lower your multiplier when you RAM/mobo has more headroom than the CPU, for example, say your CPU could only do 2.0 GHz, you might lower your multiplier from 12 down to 10. That way you raise the FSB from 166 to 200. More memory bandwidth, same processor speed. Since your lack of a PCI/AGP lock is probably what's limiting you, it probably wouldn't do any good to lower the multiplier, as the CPU is not what is limiting you. It wouldn't hurt to try, though.
