OC my video card & CPU

Hi guys, after reading i want to buy a case that comes with water cooling that decrease my current temp by some margin, and to overclock my computer, now i have this old setup

P4 2.53
Abit IT7-Max2 mobo
Gainward Ti-4200 video card
512mb ram

my question is:
(1) what's the best value case comes with the water cooling, my range would be $200-$250 (no, i don't know how to build a custom one, i have no experience at all in this). is it hard to even install the pre-made ones?
(2) How much i could possible OC my cpu to after cooling?
(3) I'm currently addicted to FFXI online, and it requires a good video card, should i OC the current one or get a ATI 9800pro and OC it?

Are you haveing heat problems now? Youc an try and oc without water cooling ya know....
 
yah i know you could, but i don't want to OC just by a little, it wouldn't do me any good anyway, and i could be running under risks. my goal is to OC my cpu and my video card at the same time to gain more performance. my CPU is kinda hot i think, idles at 55c, its cuz my case and my room temperature.
 
first get a new case with good ventilation, because with watercooling you won't have as much air flowing around the mainboard and videocard. and water cooling isnt' hard to install, atleast i didn't think it was
