Looking to overclock my 930 but just have stock cpu fan...What is a safe Bclk to bring it up to with stock features?? Do i have to buy a cooler? If so what cooler would you recommend?

That is highly dependent on the temperature of your room. Although the chip will prevent itself from damage so after 100C it will begin to throttle back.

I would try 150 Mhz off the bat. Although with that I would expect 80C full load temps on a stock fan and normal room temperature.

Do i have to buy a cooler?

Yes, if you want to do any serious overclocking and you do not want to have your room temp really low to compensate for the poor performance cpu heatsink / fan.
 
If you can spare the $30-40 and have the room in your case, i'd recommend a Cogage True Spirit. Based on personal experience it's a pretty good bang for the buck cooler. I am running my 930 @ 4.0GHz wth idle temps ~44C and full load tems at ~70C (this is with good case airflow).
