OC 9500 pro...no improvement???

I recently bought a new ATI 9500 pro. I flashed it with the "fixed_30.bin bios". It now show itselt as a 9700 so I guess the flash worked. I am using ATITOOL to overclock. For some reason Radlinker causes an error when I open the control panel. I have overclocked the card alittle but when I play Call of Duty online the FPS will not go above 60 ( same as before I OC'ed) and often drops below that. I have tried different settings in the game with no success. the 3Dmark '30 benchmark is 4400 with it OC'ed to 310/300. I was previously using a ti4200 4x 64mb card(not OC'ed) which often hit the 90's when playing. Do I need to try a different bios? The card has infineon 3.0ns. My system is XP1700+ NF2, 512mb pc2100, 80gb hd, 8xAGP. The CPU is running at 1840mhz(166 bus instead of standard 133) but memeory is at 133. I have tried running the memory at 166, it will take but does not help the speed in the game. Does OC'ing the system adversely affect OC'ing the video card?

Where do you check if vsync is on? how do you turn it off?
