But in terms of actual explorable surface area, Oblivion is considerably larger. Especially when you take into account the dungeons. Although not in quantity, the size and scope of the dungeons in Oblivion dwarfs Morrowind's caves and ancestral tombs.
Cyrodill definitely feels smaller to me. I also didn't feel as inclined to go exploring since it seemed like the architecture was all the same and the three terrain choices seemed to be mountain, forests, or marsh/jungle. The variety of architecture in Morrowind made each city feel unique (well, not the Telvanni cities, i could never keep track of which one was which), and the overall alien-ness of the world made it more interesting so i wanted to go see what was out there.
Oblivion's dungeon size is one of the first things i noticed about the game in comparison to Morrowind. As I was going through the different parts of Vilverin for the first time, i was amazed at how much bigger it was than Morrowind's tombs.
