I have the same post in the sound forums, but since this could be an issue with TES4 software, i feel i should post here also.

Ok heres the problem, i have Logitech X530 5.1 Speakers, on board Realtek ac97 sound.
when i play oblivion i only get voice out of the front two speakers, but i get ambience in all 5 speakers, i know how to configure my speaker system i am not ignorant in the PC sound department.
my center speaker and my two rear speakers do not play voice in oblivion, it works fine when i watch movies or play other games. i know they work in oblivion because i still get sound like music or area effect sounds, such as water droplets or bug noises, but the voice of the NPC's is only restricted to my two front left and right speakers.
i can turn my back to an NPC while He/she is talking to me and i still get the voice comming out of my two front speakers.

it sounds more like a software issue than anything.

any help would be greatly appreciated.

Many (most) earlier Realtek drivers didn't do EAX or positional audio properly.

Make sure you have downloaded the latest Realtek drivers from their website.

(FWIW, the Realtek ALC880 HDA implementation is...acceptable. The AC'97 was pretty shite, though. If you can put an add-on card in that system, it would do a world of good.)

i had a sb card laying around, everything works fine now. thanks for that tidbit of helpful info.
