Oblivion quest problem -- spoiler -- beggining

Well the Emperor just died, and I need to get to the sewers. There are two gates in that room, one that was barred and the other one you came from.

Both gates are closed, the one you came from won't open and the barred one is still barred.

Am I missing something, I can't move on..

Same thing happened to me for a minute. There is an opening just to the right of the guard and the emporer's corpse that wasn't there before.

I didn't have to jump. You can just walk right through
