Right now I am running a P4 1.6ghz, 512(2x 256) pc2100 ram, and an nvidia 32mb tnt2 M64 video card. My mother board only supports agp 4x. What video card would you recommend to replace my current one? Only games I really will be playing are CS:S and WoW. I dont overclock and I only have 150$ to spend.

an ATI Radeon 9600 would be a hell of an upgrade for you and it will run 4x/8x AGP
buddy of mine retired his TNT 2 last year after 5yrs of good service. He got an 8500(3yr old card) and was ecstaic with the performance difference. So seeing as the 9600 will definitly beat a 8500 in terms of speed. Id say youll be impressed
but if you can get a few bucks extra a 9800 pro is do-able and would smoke that 9600

My advice, buy a used one here on these forums. As long as the card is under warranty, there is no problem. You will save a substantial amount of cash and get a better videocard for your money. I have seen 9800 Pro for 150$. a TNT2 M64 to a 9800 Pro will be an astonishing leap in term of performance. Your system won't be able to feed that beast. I know as I see my 9800 Pro beeing bottlenecked at around 3.8GHz so, it will last you long enough. 
If you feel unsafe with used stuff, then a Radeon 9600XT will be also a very good upgrade for your money.

there is no such thing as a 3.8ghz bottleneck....that and i suggest a whole SYSTEM upgrade...but if you want to make yours last just a little longer....the 9600xt would work nice...and its only about 150$...itd be bottlenecked a little but not like a 9800pro would...

Actually, he has a TNT2 M64 which is the "MX" of the TNT2 line. I'd even pick the original TNT1 over this card.
