All it is is a basic 2D GPU with very little 3D capabilities. It should be have fine with IE9 or any other 2D program you throw at it, as would any GPU in the last 10 years.
The NVS295 is just meant to be a low form factor card with the ability to run two displays at once and was only meant for business apps, graphing, and charts.
I wouldn't try running anything 3D heavy on it besides Google Earth though as these cards weren't designed for it.
If you are planning on getting one, but have non-SFF case, I'd go with a different/cheaper card with more capabilities.
