you have to see it motion and x8 tessellation factor is enough to start seeing performance advantages for nV hardware. Factor amounts will only get worse as games start using more base polygon counts to begin with.
Edit this is easily seen when you start changing options for the vegetation in witcher 3's menu. The grass has a similar affect to performance as with tessellation factor changes through the driver.
It wasn't just tessellation it was the MSAA on top of the hair as well. Most pics it would be nearly impossible in game at common resolutions to tell a great deal of difference from 16x to 64x. 8x to 16x could be argued but negligible for the most part. But that MSAA 8x on top of the tessellation was ridiculous and a huge frame rate killer more so than the tessellation (well in my experience).
