Not saving OC on startup?

Got a 6800GS and usually run it around 485/1150.

I reset some settings and am now trying to OC in rivatuner. I will set the speeds and when I restart my computer, the settings revert back to default. I have the "Apply settings at startup" checked 485/1150.

The strange thing is, when I restart the computer, open rivatuner, the speeds show 425/550. But looking inside the nvidia control panel the speeds show 425/1100.

I cant figure out why the OC settings are not staying. I test the OC and everything and still am having problems. I dont see why these speeds aren't working, they have been fine for a year before I reset some stuff. IT's not even a high OC.d
