Real quick.

PSU : Thermaltake 430watt
CPU : Opty 165
HDD : 1 SATA
DVD : 1 DVD-RW Drive
Sound : SB Live

Video : I just upgraded to an AGP x1950Pro and it seems sometimes when rebooting the system will not cycle. Also playing HL2/Doom 3 caused no problems but Bioshock demo locks up on a blank screen.

Was wondering if this could be due to an underpowered PSU before I go spending cash to upgrade to a 500+ watt unit.

I think it's highly unlikely. Sounds to me more like a software issue, do you have the latest drivers for everything? Do you have the latest patches for Bioshock? You might also want to look for a BIOS update for your motherboard as well.
 
Your PSU should be fine for that setup. I've run more intensive setups on similar power supplies.
