Not enough power to Boot?

Hi,

For some unusual reason my cpu doesnt seem to want to boot up today. First off here are my Specs:

HP a350n
800 mhz Side bus Speed
Hyper Threading Technology
1000 RAM
Radeon 9550
250W Power Supply

Just like any other day I started up my pc, but instead of booting up it just turned on and sat idle. My Monitor starts up like normal but doesnt recieve a signal from the pc. It just reads, "Computer entering Power saving Mode Red | Blue" etc etc. Usually the same caption my monitor always reads when I turn my pc off. My Keyboard and Mouse are NOT getting any power. They just flash on for a quick second when I first turn on my pc then they stay off.

So far I've tried unplugging my pc from the surge protector and connecting it straight to the wall. I've unplugged my keyboard and mouse and just tried booting up the pc with nothing connected to it but the monitor and still no result. So far I've had a few friends suggest either trying a new Power supply, or unplugging my CD drives do to a "wattage" issue? I have little to no experience with pcs, and I've had this computer with zero problems for the last 3 years. Its worked very well in gaming and what not and I was really hoping I could get some suggestions on what to do. Again, Basically my pc is turning on, but not booting up. Thank you very much!

You have interesting friends if they suggest a power supply before basic troubleshooting. ;) Especially if the PSU is actually "powering up."

It's probably NOT the PSU, but let's try some things....

First, unplug all non-essentials. The optical, the hard drive, everything. Just leave the motherboard, CPU, RAM and video card. Make sure you also disconnect the IDE cables too.

Try it. Anything?

If not, pop out the RAM. You should get a beep code when you fire it up.

Anything?

Does the PC have a video card or on board video?

If it's not on board video, pull out the video card and fire it up. Do you get a beep code now?
 
Replaced power supply with a 300W. No change. Took and replaced memory, no change. I have a video card, Radeon 9550. Booted up to Windows xp black screen but xp wouldnt start up, it just locked up. So its getting a little farther along since now my monitor just doesnt stay black. Any suggestions on what could be wrong?
 
I didn't say REPLACE the RAM. I said TAKE OUT the RAM. POST the machine without RAM. You SHOULD get an error code.

Why come to a forum and ask for advise and then not do anything someone suggests?

Take OUT the RAM. Do not replace the RAM. Does the board beep? No?

Do the same for the video card. Take it OUT. NO video card. Does the board beep? No.

Dead motherboard or CPU. Done.

The motherboard is engineered to tell you if there's a problem elsewhere: dead RAM, dead video card. It does this through a communication system of beeps. If the board is dead, it can not beep. Process of elimination without having to waste time swapping out parts.
