not able to overclock my video card....

i have a nVidia fx5500 with a gigabyte mobo, 2.40 intel, and gig of ram. the driver i downloaded is 91.28 forceware, a beta driver. the driver comes with its own option for overclocking, but when i move the clock and memory frequency at all and run the test, it tells me to lower the frequencys. i also have rivatuner, which ive used before, and thats not even letting me overclock.
