My 4220 arrived today. I was aware that there is no manual. However, there are some hardware parts that I have no clue as where they go or what they are used for.

Can someone provide some insight?

Most of those are for mounting various types of PSUs, if you're using a standard ATX PSU you won't need them, #3 are the CPU heat sink mounts.
