The amount of fans matters for airflow as well as noise. As for the amount that you should get, that really depends on a lot of things such as your system specs, your expectations in terms of performance, noise, etc. One general rule is that you want the biggest fans you can get because they're quieter per CFM. To me it seems like 120mm is the standard these days, with many cases coming with 140mm or larger.

Your PSU (as long as it's a normal ATX one) will have connectors for CCFLs, as long as the CCFLs are made for use in a PC.

I don't know about that particular product, but from what I know in general, sound dampeners like that do work to a certain extent (they aren't going to make your system totally silent, and depending on where your fans are placed inside your case, they may not do very much at all), but you could just find some foam and cut it yourself for much cheaper. Some people also use carpet.
