Does a power supply, draw max cappacity from the wall at all times? or does it draw only what it needs?

just wondering (and i have been looking.)

seconded.

There is inherent (constant) loss, and the efficiency of a power supply varies with the amount of load that's on it... but this is more or less accurate.
