I downloaded speed fan and was just wondering what your computer should run at so that it is not overheating??

That's a notebook. Not much you can do in the way of cooling but those can handle quite some heat.

you will know you have heat problems if your computer starts flashing a blue screen with lots of writing (blue screen of death) and then restarting. shouldnt come to that though unless you manually set your ffan speed too low.

Found out the problem the fan is not spinning to cool the computer

That's a pretty big problem. Contact Dell and get it fixed.
