When OCing the graphics card, is it better to OC it only when playing games or benchmarking and then turn down the clocks when 3d performance is not needed anymore? Or is the constant changing not good for the card. What about when OCing the CPU? Is it in a constant "OCed" mode or do you turn down the clocks when it's not needed(for both CPU and GPU)? Thanks.

For CPU, GPU, Memory and MOBO it kinda depends on how much you overclock. If it's a bonzai run at SuperPi or something like that, that OC may not even be stable enough for everyday use. Alot of people use an "everyday" overclock that, perhaps, doesn't involve much overvolting of components. It's kinda up to you. It basically depends on how you can handle the heat of an overclock.
Overclocking can reduce the lifespan of components. A CPU from, say, 10 years to 8, but you'll be upgrading far sooner than that. Just be aware that overvolting can reduce that lifespan from 10 years to 0 years very quickly though, like in one boot!.

You would need a vmod to kill your rig with voltage adjustments. ;)
I leave my rig oc'd 24/7.

I have a ATI card for 2 years and i only overclock it for 3D, ATI Tray Tools is great for that since it does automatically that everytime you enter any 3D app.

I wish i can find something like that for nvidia...

As for CPU, EIST and C1E does that (reduces speed and voltage) and it was part of all Intel C2D specifications

ATITool 3D Detection.
Once a 3D application is detected, have it apply a profile (clock speeds), play a sound, and enjoy. ;)

I have read were people lower there 2D clocks to lower than stock, and then in 3D mode, they have there overclock.
