Non-Conductive coolant?

hello, first of all i'll apologize for my lame english.

now...
im using tt's uv sensitive coolant (CL-W0044) and i see "primochill pc ice"'s movie on frozen:

i wanna know if any liquid for pc (tt\zalman\coolermaster...) is non conductive like that?

another thing, i see many users that use radiator's water for cars on theirs loops, it is non conductive elso ?

Two popular pre-mixed formulas I see people use that are non-conductive are MCT-5 and FluidXP Ext. I used to use a 9:1 ratio of Distilled Water/Pentosin in my previous setup but tried out FluidXP in my new loop and have had good results. FluidXP is a bit overpriced in my opinion and probably performs just as well as MCT-5. The thermal transfer characteristics may not be as good as pure distilled water but the performance impact was so minimal i didnt mind.
