My PSU is whining while it's running - it's quite annoying. Is there an easy way to remedy this? I imagine it's a common event in the life of a PSU.

Perhaps it's better for me to just get a new PSU? I don't think I need anything crazy, 300W+ should be fine. I'm running an Ahtlon 1.2GHz, and the machine is just a desktop for email, internet, school, etc. Any suggestions on what to get or what to avoid?

I would prefer a PSU with a really quiet fan. Also, while on the topic, any recommendations for a quiet CPU heatsink/fan?

If you are good with electronics (you don't have to be a wiz but you do need to know basic things like which color wires are positive and negative), you can replace the fan in most PSUs with any standard 3 pin 80mm one. Just open up the PSU (voiding your warranty, but I expect its already expired). Be careful not to touch any of the components inside except the fan and the fan wire because you can be electrocuted with a couple thousand volts. If you are really worried about this, just leave it powered down for a day or so and it should be safe. Most of the time, instead of the fan wires being hard wired into the board, it will have a connector, which, if its not standard 3 ping, you can pull the connector off of the old fan and attach it to the new fan. Plug it in, voila.
