Troubleshooting my cousin's comp....

Hey all,
My cousin just got a new computer: CPU, motherboard, case, etc.. etc...
Parts:
Intel "D865PERL" i865PE Chipset Motherboard
Intel Celeron 1.7 GHz 400MHz FSB, 128K Cache
POWERCOLOR ATI RADEON 9200SE
Crucial 184 Pin 256MB DDR PC-2100
Western Digital 40GB 7200RPM HDD
POWMAX Case
So we put it all together and I turned it on and everything turns on as normal, LED on mobo lights up, fans spin and everything. But for soem reason nothing shows on the monitor. I tried just about everything i heard from people. I tried messing with wiring, then i just stripped it down so the only things plugged in were the bare essentials, cpu, mobo, psu, ram, video card. Still nothing... I tried running it out of the case and on the anti-static bag it came in, but nothing... I RMAed the motherboard and CPU and still NOTHING! I tried swapping video cards and I even proved that the video card works because I put it in my computer and it worked fine. Now the RAM I switched with mine, but its the exact same kind. I have no idea what the problem is. Is it a compatibility issue? Oh, and of course, I tried different monitors and power supplies. When I turn it on, there are no beeps whatsoever from the motherboard. Anyone have any suggestions? My last resort is to just send either the cpu or motherboard back and get a complete different one. I was thinking of sending the motheroard back and getting a cheaper MSI "P4MAM-V" P4M266A Chipset Motherboard. Let me know guys, I'd appreciate it! Thanks!
